Compute time to equilibrium

This routine uses the equation given by
Williams et al. (1958) Theory of Sedimentation Analysis. Equation 94, page 742.

using a value for epsilon of 0.001,
where epsilon is the fractional error in M that would result
from stopping at the time indicated. Teq is proportional to
the logarithm of 1/epsilon.
